1.   Why Francium is the biggest element with the lowest IE and EN


Francium is on the bottom most left part of the periodic table. It has the largest atomic radius because it has fewer protons in the nucleus so there is less of an attraction; it has a low ionization energy. It has the most shells.


2.  Why Helium is the smallest element with the highest IE


Helium has the highest ionization energy because it has strong attraction because it has only one energry level and has two protons in the nucleus. It is holding its electrons the tightest so it needs a lot of energry to remove the electrons. It is on the top right of the periodic table.


3.   Why Noble Gases don't have EN values
      
Noble Gases have a full valence electron shell so they do not need to gain electron, so they do not have electronegativity.


4.  Why Fluorine has the highest EN


Fluorine is a halogen which means it has 7 valence electrons so it just needs one electron to fill its shell. Fluorine is the smallest so it has greater attraction.
